Master Plan
The Parks and Recreation master plan (PDF) was adopted by the Board of Supervisors on April 25, 2018. The Parks and Recreation Master Plan update is a recommendation of the comprehensive plan and is updated every five years. The Parks and Recreation Master Plan sets the framework to maintain and expand a high-quality park system meeting the needs of residents and visitors. View the ADA Transition Plan (PDF). Beulah Park Development
The proposed development plan (PDF) includes improvements to the existing diamond field, rectangular fields, cricket pitch and batting cage, and loop path. New developments include lighting for all fields, futsal, tennis, basketball and pickleball courts, restroom/picnic shelter, playground, neighborhood connector path, and a picnic area with a shade structure.
Bikeways and Trails Plan
Planning, in partnership with other Chesterfield County departments and Sports Backers, began working on the first Bikeways and Trails Plan in January 2014. This plan is the framework to create a system of trails and bicycle and pedestrian facilities along roads and will promote healthy lifestyles by providing safe and accessible routes on which to bike, walk and run. The Bikeways and Trail Plan is a Phase II implementation step of the comprehensive plan.
Cogbill Community Park Master Plan
The master plan of this future park would follow guidelines for a special purpose/community park as recommended by the county’s comprehensive plan and the Parks and Recreation master plan. The address of this property is:

Fairgrounds Park Master Plan
The Fairgrounds Park Master Plan (PDF) determines the highest and best use of this 78-acre property owned by Chesterfield County. The public process for master plan development engages the community in public meetings, a Technical Advisory Board and the Parks and Recreation Advisory Commission to determine potential park uses. Ficke Park Proposed Project
The proposed Ficke Park, located at 7020 Conifer Road, received public input at the community meeting on Wednesday, Aug. 10. View the Dale District Park Projects presentation (PDF) for plan recommendations.
Harrowgate Park Relocation
The new elementary school will be located at the existing Harrowgate Park. Parks and Recreation has prepared a conceptual development plan (PDF) to replace park facilities in three ways:
- Area B - Construct a new access driveway and new parking lot to serve the rear of the current park. Access will be from Harrow Drive.
- Area C - Upgrade existing sports fields at Carver Middle School to include lighting, restroom and circulation system. Access via school parking.
- Area D - Purchase and develop 26 acres, adjacent to the park and accessed from 4000 Cougar Trail, to include trails, picnic area, shelter, restroom, playground and open play area.

Historic Point of Rocks House Renovation Study
Historic Point of Rocks House (HPORH) is listed on the National Register of Historic Places for its cultural significance and civil war ties. The property was used as a hospital and surgeon quarters during the Bermuda Hundred Campaign. It was also headquarters for Gen Butler and a control center for Claire Barton, founder of American Red Cross. Its 85-foot bluffs and 1,800 feet of shoreline offered a strategic advantage to both Native Americans and soldiers alike.
Unfortunately, the house is deteriorating rapidly, but with the cooperation of Commonwealth Architects and Chesterfield County Parks and Recreation we hope to resurrect this iconic monument in 2015. Situated at 1005 Enon Church Road on four parcels in Chesterfield County, its boundary encompasses nearly 30 acres of field and wooded areas along the Appomattox River.
Phase I for the house will include weatherizing the exterior of the home: windows, siding, foundation and caulking. New natural trail will be developed and vistas at both historical points/overlooks to preserve view of the river.
Horner Park Improvements
Work will begin soon on the first phase of development at Irvin G. Horner Park, located off of Genito Road behind Clover Hill Athletic Complex. This work will include construction of:
- Access road - under repair due to hurricane damage
- Designing a bridge to replace existing aging bridge
- Irrigation for all fields
- Parking lot
- Paved 10-foot width loop trail
- Restroom facilities
James River Conservation Area Trail Segment

Neighborhood Bike and Pedestrian Connectivity Study
In order to meet the Bikeways and Trails Plan goal of providing a comprehensive bikeway and trail network, a finer scale of planning must be conducted to safely connect existing neighborhoods to the proposed core network. This study will address the bicycle and pedestrian connections of existing neighborhoods and establish bicycle and pedestrian routes on low volume roads. Examples of recommendations from this study may include:
- Bridges or culverts to safely cross streams or roads
- Neighborhood byways, or roads with low volume and low speeds and other features to give bicyclists priority
- Pedestrian actuated signals at strategic intersections
- Short shared use paths for pedestrians and bicyclists between existing neighborhoods, at cul-de-sacs, stub roads or across environmental features like a stream
- Signed bicycle and pedestrian routes along low-volume and low-speed roads
Stratton Park Trail System
Design work is underway for a trail system at Mary B. Stratton Park, adjacent to the Richmond Kickers youth soccer complex off of Ridgedale Parkway. The trail head will be located at the parking area adjacent to the new synthetic turf fields, and connect to a large loop trail in the central part of the property.
The Stratton Trail is being constructed in conjunction with VDOT and is at 60% design phase. This project is limited to pedestrian improvements along Ridgedale Parkway and within Stratton Park. A sidewalk constructed along Ridgedale Parkway will be within VDOT Right of Way. Within Stratton Park, the proposed shared-use path identified in the County Bikeways and Trails plan will be maintained by Chesterfield County Parks and Recreation.
Trailblazer Replacement Project
Phases II, III, and IV - Replacement and addition of trail markers county-wide.
Ware Bottom Church Battlefield Park Acquisition
Expansion of the current park will enhance preservation of this site for nationally significant historical interpretation. The new acquisition will add 53 acres to the existing 10-acre park. The future park will provide interpretive trails, passive recreation and an area for parking.
Bicycle and pedestrian facilities are planned along Old Bermuda Hundred Road as part of Chesterfield's Bikeways and Trails Plan.
