Parks and Recreation Planning and Construction
Master Plan
The Parks and Recreation master plan (PDF) was adopted by the Board of Supervisors on April 25, 2018. The Parks and Recreation Master Plan update is a recommendation of the comprehensive plan and is updated every five years. The Parks and Recreation Master Plan sets the framework to maintain and expand a high-quality park system meeting the needs of residents and visitors. Master Plan Development and Timeline
The Parks and Recreation Master Plan ensures a system-wide park master plan to serve existing and future generations of Chesterfield residents and visitors. The comprehensive master plan is segmented into three phases, each of which includes community outreach and input sessions with staff and county leadership.
Phase 1 – Existing Conditions and Data Gathering
This phase includes data collection and citizen input:
- Survey data collection (Summer 2023)
- Public meeting with Parks and Recreation Advisory Commission (Fall 2023)
- Survey report (Fall 2023)
Phase 2 – Needs Analysis
This phase includes research of facility and spatial needs and evaluation of trends, including the assessment of conservation, historic resources, sports complexes and recreation centers:
- User group interviews and input (Fall 2023/Winter 2024)
- Magisterial district public meetings (Fall 2023/Winter2024)
- Public meeting with Parks and Recreation Advisory Commission (Winter 2024)
Phase 3 – Recommendations and Implementation
This phase includes a summary of recommendations and an implementation plan for short-term and long-range initiatives:
- Draft master plan (Summer/Fall 2024)
- Public meeting with Parks and Recreation Advisory Commission (Summer/Fall 2024)
- Presentation of master plan to Planning Commission (Fall 2024)
- Presentation of Master Plan to Board of Supervisors (Winter 2025)
- Master Plan finalized (Winter 2025)

Parks and Recreation held a series of public meetings to gain insight on community preferences for park character and recreation opportunities. Fairgrounds Park Master Plan
The Fairgrounds Park Master Plan (PDF) determines the highest and best use of this 78-acre property owned by Chesterfield County. The public process for master plan development engages the community in public meetings, a Technical Advisory Board and the Parks and Recreation Advisory Commission to determine potential park uses. The adopted plan provides a basis for further study to include an economic feasibility study, phasing based on economic study and a cost assessment for implementation.

Ficke Park Proposed Project
The proposed Ficke Park, located at 7020 Conifer Road, received public input at the community meeting on Wednesday, Aug. 10. View the Dale District Park Projects presentation (PDF) for plan recommendations.
Harrowgate Park Relocation
The new elementary school will be located at the existing Harrowgate Park. Parks and Recreation has prepared a conceptual development plan (PDF) to replace park facilities in three ways:
- Area B - Construct a new access driveway and new parking lot to serve the rear of the current park. Access will be from Harrow Drive.
- Area C - Upgrade existing sports fields at Carver Middle School to include lighting, restroom and circulation system. Access via school parking.
- Area D - Purchase and develop 26 acres, adjacent to the park and accessed from 4000 Cougar Trail, to include trails, picnic area, shelter, restroom, playground and open play area.
Community Meeting - Sept. 11, 2018
Kiwanis Park
View the proposed development plans of the undeveloped Kiwanis Park (PDF), featuring community gardens and other recreation facilities, at the site located at 12321 Richmond Street, Chester, VA 23831.
Two open-house style community meetings regarding Kiwanis Park were held on Thursday, June 29 and Wednesday, Aug. 2, 2023, at St. John's Episcopal Church (12201 Richmond St., Chester, VA 23831).
In addition to these community meetings, community members were able provide public comment by completing a Kiwanis Park site survey. Comments that are gathered assist the county in better understanding the community's vision for potential park sites.

Beulah Park Development
The proposed development plan (PDF) includes improvements to the existing diamond field, rectangular fields, cricket pitch and batting cage, and loop path. New developments include lighting for all fields, futsal, tennis, basketball and pickleball courts, restroom/picnic shelter, playground, neighborhood connector path, and a picnic area with a shade structure.
Beulah Recreation Center
Former Beulah Elementary has been renovated into a recreation center and the Parks and Recreation administration office. Official opening date: Monday, June 26, 2023.
Carver Middle Athletic Complex

Falling Creek Park (Formerly James River Conservation Area) Trail Segment

Horner Park Improvements
The first phase of development at Irvin G. Horner Park, located off of Genito Road behind Clover Hill Athletic Complex, will include construction of:
- Access road - under repair due to hurricane damage
- Designing a bridge to replace existing aging bridge
- Irrigation for all fields
- Parking lot
- Paved 10-foot width loop trail
- Restroom facilities
