Shortly after 2 a.m. on Saturday, Nov. 9, an officer observed a vehicle speeding on Old Hundred Road. The officer saw that the vehicle, a 2002 Lincoln Continental, had turned onto Scottwood Road and turned around in a driveway.
The driver of the vehicle, later identified as James C. Jackson III, 61, got out of his vehicle and approached the officer's vehicle. The officer exited his vehicle and began speaking to Jackson, who then tried to get back into his vehicle. The officer ordered Jackson not to get back in his vehicle and prevented him from opening the door; Jackson then pushed the officer and began walking away. The officer followed him and ordered him to stop. Jackson then fled on foot around a nearby house. The officer chased him, but Jackson was able to run back to his car and get in. Jackson fled in his vehicle, and the officer pursued in his vehicle.
