1. What is Comprehensive Services Act (CSA)?

The CSA is a local and state program operating the Children’s Services Act of Virginia. To preserve families in the community we:

• Provide collaborative and coordinating efforts among local children and family services agencies including:
  • Court services
  • Mental health
  • Private practitioners in the community to preserve families
  • Schools
  • Social services
• Provide oversight to the program as well as organizes and facilitates Family Assessment and Planning Teams (FAPTs)

2. What is Family Assessment and Planning Team (FAPT)?

FAPT assists families with outsourcing and funding services to meet their needs when CSA criteria is met and services and supports are not available within the family or local government’s resources.

The multiple teams are made up of representatives from the community child and family services system including:

• Court services
• Family advocates
• Mental health
• Private practitioners
• Schools
• Social services

Team Member Responsibilities

Team members are responsible to:

• Work with children and families to ensure a community approach to services
• Develop plans to support family preservation and healthy family functioning

3. How do I know if we qualify for CSA funds?

Services under CSA may be available to a child who meets at least one of the following criteria:

• Has documented emotional or behavioral problems
• Is currently receiving services with a Chesterfield County or City of Colonial Heights agency and has needs that are beyond the agency’s normal services
• Needs special education through a private school program as directed by an Individualized Education Plan (IEP)
• Receives foster care services
• Receives services to prevent foster care placements, including parental agreements
• Is under supervision of the Juvenile and Domestic Relations Court, or Domestic Relations Court

4. What kind of services can CSA fund?

The CSA can fund community based services such as:

• Family assessments
• Foster care services
• Home assessment and diagnostic placements
• In-home counseling
• In-home family therapy
• Parent support and coaching
• Residential treatment placements
• Special education IEP day school placements

5. How do I get a FAPT meeting?

• Work with a local agency case worker (i.e. social services, mental health, court services, schools)
• It has been determined that you and your child may meet criteria for CSA funds and services.
• Your case manager and you agree to make a referral to schedule a FAPT meeting with the CSA office

Please note: A meeting may take a few weeks to occur.

6. What if I am not connected to an agency for case management? How do I get a FAPT meeting?

You have the right to request a FAPT meeting. Please note that CSA eligibility requirements still apply. We suggest families contact mental health services. Case management will assess your child’s mental health needs and assist in service coordination.

7. How do I get help for my child who is experiencing a mental health crisis?

If your child is being unsafe to themselves or others, call 911 for emergency intervention.

8. Does CSA fund residential treatment services for children?

Yes, after meeting CSA eligibility and determining if this is the best option for the youth.

9. What is needed to receive treatment in a residential treatment facility?

Clinical mental health documentation that this level of intervention is needed to ensure safety, maintain stability, and return home including:

• CSA eligibility requirements met
• Documentation that other interventions have been unsuccessful
• Family actively participates with services at the treatment facility
• Family’s resources cannot support this service
• FAPT recommendations support service
